He knows that 20 or 30+ times per game players move the ball between each other after the whistle before the free kick is taken. In the lead up to a attacking free kick players will move the ball with their feet several times. But everyone knows when the free kick is really being taken, its intuitive. Ronaldo knows that nobody in that situation believes they're taking a free kick when they move the ball to a teammate. He simply has no sportsmanship and will do absolutely anything to win and hopes that the ref will forget the norms of the game and allow his transgression. Luckily the ref did the right thing.
The referees indicate an indirect free kick by raising their arms above their heads. They maintain their arms in that position until the kick has been taken and the ball has touched another player or goes out of play.
The whistle doesn’t restart play, it alerts the team that they can now take it. The ref keeps his arm in the air until the ball is in play, he didn’t lower his arm so the ball never went back in play.
The rules are really simple, and this one especially isn’t open for interpretation. Ref clearly hadn’t restarted play.
